This key is not named as an approver by the policy of the tool, it created the request itself, or it lacks the approvals:write scope.

## How to fix it

Do not retry. Only a key named as approver by the tool policy, other than the one that created the request, can decide it.

Every error carries `requestId` and the `Request-Id` header. Send it when you write to support.
